Bearings are a type of bearing with high heat resistance, corrosion resistance, and high friction resistance, widely used in industries such as automobiles, aircraft, machinery, medical equipment, etc. However, to import bearings into Vietnam, businesses need to follow certain procedures as stipulated by the law.
Structure of Bearings:
Bearings consist of four main parts: outer ring, inner ring, separator, and rollers.
- Outer ring: fixed to the machine casing
- Inner ring: fixed to the machine shaft
- Rollers: each type of bearing has different rollers
- Separator: helps fix the rollers, ball bearings at the correct distance in the grooves
Functions of Ball Bearings:
- Bear and withstand loads when the machine is in operation
- Help reduce friction between the shaft and casing by being lubricated with oil or grease into the bearings
- Position the shaft and rotating parts
- Support rotation or transmission for machine parts
Legal Basis for Importing Bearings into Vietnam:
The import procedures for bearings are regulated in the following legal documents:
- Official Letter 3867/TCHQ-GSQL dated September 21, 2005
- Circular No. 14/2015/TT-BTC dated January 30, 2015
- Circular No. 38/2015/TT-BTC dated March 25, 2015, amended and supplemented by Circular No. 39/2018/TT-BTC dated April 20, 2018
- Decree No. 69/2018/NĐ-CP dated May 15, 2018
- Decree No. 57/2020/NĐ-CP dated May 25, 2020
- Official Letter 1015/TCHQ-TXNK dated February 21, 2020
- Decree No. 43/2017/NĐ-CP dated April 14, 2017
- Decree No. 128/2020/NĐ-CP dated October 19, 2020
Bearings do not belong to goods subject to specialized management or requiring permits, so businesses can import them normally. For used bearing items, an import permit is required in the form of importing scrap.
HS Code for Bearings:
Chapter 84: Nuclear reactors, boilers, machinery, and mechanical appliances; parts thereof
- 8482 – Ball or roller bearings
- 84821000 – Ball bearings
- 84822000 – Tapered roller bearings, including cone and tapered roller assemblies
- 84823000 – Spherical roller bearings
- 84824000 – Needle roller bearings
- 84825000 – Other cylindrical roller bearings
- 84828000 – Other, including combined ball/roller bearings
- 84829900 – Other bearing parts
Import Duties for Ball Bearings:
- Normal import tax: 4.5-5%
- Preferential import tax: 3%
- VAT: 8%
- If there is a Certificate of Origin (C/O form E, D, VK, EUR1, etc.): 0%
Import Procedures for Bearings:
Step 1: Prepare the documentation for import procedures, including:
- Commercial Invoice
- Packing List
- Bill of Lading
- Certificate of Origin (if any)
- Customs declaration form
- Commercial Contract (if any)
- Catalog (if any) and other documents as required by customs
Step 2: DECLARE THE CUSTOMS DECLARATION
After having all the prepared documents, businesses can input the declaration information into the customs system through the customs declaration software.
Step 3: OPEN THE CUSTOMS DECLARATION
After completing the customs declaration form, the customs system will return the declaration results. With a declaration stream, print out the declaration and bring the import documents to the customs office to open the declaration. Depending on the green, yellow, red stream, perform the steps to open the declaration.
Step 4: CUSTOMS CLEARANCE
After checking the documents and if there are no issues, the customs officers will accept the customs declaration. At this point, you can pay the import tax for the customs declaration to clear the goods.
Step 5: PROCEDURES FOR RECEIVING GOODS AT THE AIRPORT/PORT TO BRING THE GOODS TO THE WAREHOUSE.
