COMPUTER MONITORS IMPORT PROCEDURE

Computer monitors is an important device in a computer system, making it possible for users to see images, videos and text. Currently, computer monitors are imported into Vietnam in an increasing quantity.

To import computer monitors, enterprises need to carry out customs procedures in accordance with the law.

Legal bases and policies for importing computer monitors

  • Decision No. 04/2017/QD-TTg on energy yield inspection and energy stickers.
  • Official Letter No. 1786/TCHQ-GSQL on the process of performing minimum energy yield testing and energy labeling.
  • Circular No. 36/2016/ TT-BCT on energy stickers for some items.

Also based on the above legal documents, computer monitors need to meet the following conditions for importing computer monitors:

  • 100% new, unused. If the product is used, it belongs to the group of goods prohibited from import.
  • Must be tested for energy performance and have an energy sticker

HS Code and Tax Rates

HS codes of computer monitors are specified in the List of goods exported and imported from Vietnam, referring to Chapter 85 of group 8528

Depending on the characteristics of the computer monitor, the HS code of the product may be:

Cathode-ray tube monitors:

8528.42.00: Capable of directly connecting to and designed for use with an automatic data processing machine of heading 84.71

8528.49.10: CRT monitor displays images in colour

8528.59.20: Monochrome CRT monitors

Other monitors:

8528.52.00: Directly connected and designed for use with automatic data processing machines of group 84.71

8528.59.10: Colour

8528.59.20: Monochrome

Import duties of computer monitors

According to the Hs Code referenced above, the import tax of computer monitors is 5%

VAT 10%

If there are certificates of origin such as E: 10%

D, AJ, VJ, AI, …: 0%

Computer monitor import procedure

Customs documents include:

  • Foreign trade contracts
  • Detailed packing slip
  • Commercial Invoice
  • Certificate of origin (C/O) (If any)
  • Bill of Lading

Registration for quality inspection and energy stickers

According to TCVN 9508: 2012, the types of computer monitors that must perform energy efficiency testing and energy labeling include: computer monitors (hereinafter referred to as monitors) consisting of a display screen and linked electronic circuits, usually installed in a single enclosure,  capable of displaying visual information from a computer through one or more inputs, e.g. VGA and DVI.

Types of Computer Monitors that are not subject to Energy Efficiency testing include:

  • High-performance display;
  • Dedicated display;
  • Some screens have other special functions.

AN ENERGY LABELING REGISTRATION DOSSIER INCLUDES:

  • Registration of disclosure of energy labeling
  • Energy Efficiency test results issued by the testing organization for each Computer Monitor model
  • Expected Energy Label Sample (Computer Monitor Items ONLY Energy Labeling CONFIRMED)
  • Other relevant papers….
  • Publication Code (MCB)
  • Duration of the Confirmation Letter

Declare customs declarations for import of goods

Declare information of imported shipments to customs authorities through VNACCS electronic customs declaration system. Take the channeling and customs clearance results for the green stream or the confirmation of customs declaration for the yellow and red streams.

Take test samples for testing

After opening the declaration, proceed to take samples and return the goods to the storage warehouse. The test sample will be sent to the Metrology Standards Department under the Department of Science and Technology of the province / city or the testing center designated by the Ministry of Industry and Trade.

After sending samples to the testing laboratory, proceed to make conformity paper and test energy performance.

Proceed with customs clearance

After obtaining the test results, bring the relevant documents to the customs office for customs clearance
