Pursuant to Circular 23/2013/BKHCN, the list of measuring devices and equipment subject to sample approval during the time of having to carry out import procedures
According to Clause 2, Article 3 of Circular No. 23/2013/TT-BKHCN dated September 26, 2013 of the Ministry of Science and Technology, group 2 measuring instruments “are understood as “measurements” used to measure and quantify goods. , services in purchase and sale, payment, safety assurance, public health protection, environmental protection, inspection, examination, judicial expertise and in other official activities controlled according to the provisions of law. metrological technical requirements specified in the current Vietnamese metrological technical documents”.
Also in Circular No. 23/2013/TT-BKHCN, the Ministry of Science and Technology has promulgated the list of measuring instruments, measurement control measures and the inspection cycle of measuring instruments. However, the items do not have a specific HS code.
In order to create favorable conditions for organizations, individuals, businesses, and importers of measuring instruments, recently the Ministry of Science and Technology has issued specific HS codes for group 2 measuring instruments subject to approval. approve samples subject to state inspection on metrology upon import in Decision No. 2284/QD-BKHCN.
Specifically, from August 15, 2018, 27 group 2 measuring instruments must undergo state inspection on metrology upon import, including:
1. HS 8423.10.10: Human scales, including children’s scales; scales for household use; electrically operated, namely: bench scales; disc scales.
2. HS 8423.10.20: Human scales, including children’s scales; scales for household use; non-electrically operated, specifically: spring meter scales; bench scales; disc scales.
3. HS 8423.20.10: Power-operated load balancer.
4. HS 8423.81.10: The scale has a maximum weighing capacity of not more than 30 kg, electrically operated, specifically: disc scale; table scale; crane scale.
5. HS 8423.81.20: The scale has a maximum weighing capacity of not more than 30 kg, does not operate by electricity, specifically: spring clock scale; disc scales; table scales; crane scales.
6. HS 8423.82.11: Weighing scale with a maximum weighing capacity of over 30 kg but not exceeding 1000 kg, electrically operated, specifically: disc scale; table scale; crane hook scale.
7. HS 8423.82.19: Weighing scale with a maximum weighing capacity of over 1000 kg but not exceeding 5000 kg, electrically operated, specifically: table scale; crane scale.
8. HS 8423.82.21: Weighing with a maximum weighing capacity of over 30 kg but not exceeding 1000 kg, non-electrically operated, specifically: spring clock scales; disc scales; table scales; crane hook scale.
9. HS 8423.82.29: The scale has a maximum weighing capacity of over 1000 kg but not more than 5000 kg, not operated by electricity, specifically: table scale; crane scale.
10. HS 8423.89.10: Weighs with a maximum weighing capacity of over 5000 kg, electrically operated, specifically: table scales; crane hook scales; motor vehicle load test scales; automobile scales; train scales dynamic; static train scales.
11. HS 8423.89.20: The scale has a maximum weighing capacity of over 5000 kg, does not operate by electricity, specifically: table scale; crane scale.
12. HS 8504.31.11: Voltage measuring transformer from 110 kV and above
13. HS 8504.31.12: Transformer measures voltage from 66 kV but below 110 kV.
14. HS 8504.31.13: Transformer measures voltage from 1 kV but below 66 kV.
15. HS 8504.31.19: Other measurement transformers.
16. HS 8504.31.21: Voltage measuring current transformer for lines with a voltage of 110 kV and above not exceeding 220 kV.
17. HS 8504.31.22: Measuring current transformer for line with voltage from 110 kV or more but not more than 220 kV of other types.
18. HS 8504.31.23: Measuring current transformer for lines with voltage from 66 kV but below 110 kV.
19. HS 8504.31.24: Measuring current transformer for lines with voltage from 1 kV but below 66 kV.
20. HS 8504.31.29: Other type measuring current transformer.
21. HS 9027.80.30: Means of measuring alcohol concentration in breath.
22. HS 9028.10.90: –Civil gas meter;–Industrial gas meter.

25. HS 9028.30.10: Single-phase, 3-phase AC meters, specifically:– Induction type AC meters;– Electronic AC meters;– Mains class AC meters Accuracy 0.2 to accuracy class 0.05.
