Halogen lamp products
– For lamps, refer to heading 85.39 “Electric filament or discharge lamps, including sealed floodlights and ultraviolet or infrared lamps; arc lamp.”
– For lamps and luminaires refer to heading 94.05 “Lights and luminaires including searchlights and searchlights and parts thereof, not elsewhere specified or included; illuminated signs, illuminated nameplates and the like, having a permanently fixed light source, and parts thereof not elsewhere specified or included.”

Testing and labeling procedures
1. Test of incandescent lamp energy efficiency (phase 1):
Article 4 of Circular 36/2016/TT-BTC of the Ministry of Industry and Trade guiding energy efficiency testing for a number of vehicles and equipment including incandescent lamps as follows:
– Organizations testing incandescent lamp energy labeling include:
– Domestic testing organization (independent testing organization or manufacturer’s testing laboratory);
– Foreign testing organization (independent testing organization or manufacturer’s testing laboratory).
– An organization testing the energy labeling of incandescent lamps must satisfy the following conditions:
– Domestic testing organization means a testing organization that meets the conditions for conducting business of conformity assessment services;
– Foreign testing organization is a testing organization accredited according to ISO/IEC 17025 Standard (or equivalent) by accreditation bodies that have signed mutual recognition agreements (ILAC or APLAC).
– The basis for testing and evaluating the energy efficiency of incandescent lamps is the TCVN or the relevant regulations of the Ministry of Industry and Trade.
– Typical sample testing: Enterprises themselves take samples of incandescent lamps, the quantity and method of sampling according to corresponding standards or regulations of the Ministry of Industry and Trade and send them to the testing organization for testing and issuance. test results.
– The test results are the basis for labeling incandescent lamp energy with the same model, the same specifications, the same origin and the same manufacturing facility. The test results are valid indefinitely, unless the competent state agency detects that there is a mistake in the test result or there is a mistake or violation by the testing organization.

2 Registration for energy labeling of incandescent lamps (phase 2):
– Clause 1, Article 5 of Circular 36/2016/TT-BCT guides: Before putting the means and equipment of incandescent lamps on the market, the manufacturing enterprise importing such means and equipment must make 01 set of dossiers. energy label registration dossier and send it to the Ministry of Industry and Trade.
– An application file for labeling of incandescent lamp energy includes (specifically guided in Clause 2, Article 5 of Circular 36/2016/TT-BCT):
– Declaration of energy labeling for energy-using incandescent lamps, clearly stating that the enterprise has registered for comparison or confirmation labels according to regulations.
– Test results issued by the testing organization for the product model;
– Documents proving that the foreign testing laboratory has met the conditions (For the case where the incandescent lamp energy labeling test is performed by a foreign testing organization);
– Sample of expected incandescent lamp energy label.
– Note: Enterprises applying for energy labeling of incandescent lamps can choose to submit their dossiers via the internet at the website of the Ministry of Industry and Trade or directly or by post to the Ministry of Industry and Trade. love. In case the dossiers and documents are in foreign languages, they must be translated into Vietnamese and notarized.

3. Implement incandescent lamp energy labeling (phase 3):

– After submitting the application for registration of energy labeling of incandescent lamps to the Ministry of Industry and Trade, the enterprise is entitled to self-label the energy in accordance with the information in the Notice of Energy Labeling for the registered product. . Enterprises must be responsible for the accuracy and truthfulness of the information announced in the Energy Labeling Announcement and the information displayed on the energy label.
– The incandescent lamp energy label is used uniformly according to the regulations of the Ministry of Industry and Trade, the form and specification of the energy label according to the provisions of law.
Energy labels must have the following basic information:
– Full or abbreviated manufacturer/importer name.
– Code.
– Information on energy consumption.
– The applicable standard or regulation.
– Enterprises have the right to choose electronic energy labels for incandescent lamps suitable for using electronic energy labels or use other energy labels to implement energy labeling
– Energy labels can be resized, increased or decreased according to the ratio of the label to match the incandescent lamp but must not confuse, obscure or affect the information stated on the product label according to the provisions of the Law.
